The problem
Weight and balance goes stale in silence. No due list flags an outdated statement, and the events that invalidate it, a galley change, a seat reconfiguration, a modification with mass impact, are recorded in the maintenance-control system as ordinary work orders whose text names the part but rarely the weight. Someone has to read the work-order history with weight in mind, and until a transfer forces the question, nobody does.

When the amendment chain cannot be shown to cover the change history, the default remedy is a reweigh, with the downtime and scheduling cost that carries at exactly the moment the aircraft is meant to move. Jurisdiction-specific considerations
FAA operators support mass and balance through the alteration records required by 14 CFR Part 43 and the operating rules applicable to their certificate, while EASA continuing-airworthiness requirements under Regulation (EU) 1321/2014 expect current mass and balance documentation as part of the record set. Transfer between the frameworks tends to surface differences in how amendments were authorized and signed.

It tells you whether the documented amendment chain covers the recorded change history. If it does, the statement is defensible without a reweigh; if orphan events remain that no amendment or no-impact record covers, the review says so and quantifies the gap, and the reweigh decision then rests with the operator under its own procedures.
