If the scans are legible, why check the metadata and OCR separately?
A legible scan a person can read is not the same as a document a system can find. If the metadata misclassifies it or OCR garbles the serial number, the page exists but no reviewer will reach it through the index. Legibility, classification, and searchability are three different tests.
