FAA to EASA transition review of authorized release documents
This review tests whether the release documents behind an FAA-registered aircraft's component file will satisfy EASA-side acceptance when the aircraft transitions. It is commissioned by lessors, airlines, or acquirers ahead of a registry change or a placement with an EASA-regulated operator, before the records package is presented. Each installed component's release, whether FAA Form 8130-3, EASA Form 1, or a dual-release document, is checked for the acceptance path it actually supports under the applicable bilateral provisions. The output is an evidence map by component, a gap list of releases that will not carry, and a document request set aimed at closing them before the receiving CAMO starts asking.

The problem
Release documents accumulate over an aircraft's FAA life under rules that never contemplated the specific EASA reviewer who will eventually read them. A file full of valid 8130-3s can still fail a transition sample, because acceptance turns on issue date, the certifying statement used, whether the release covers maintenance or new manufacture, and what the bilateral provisions said at the time. Sorting that out at handover, with the ferry slot booked, is the expensive version of this work.

What is at stake
Releases the receiving side rejects become open items against the transition, and each one takes the component's installation eligibility with it. Sellers end up sourcing replacement documents under deadline, paying for re-certification shop visits, or negotiating commercial concessions for parts that are physically fine. A pattern of rejected releases also invites the receiving CAMO to widen its sample, which extends the acceptance timeline for the whole aircraft.

Acceptance rests on how the US and EU bilateral framework treats FAA-issued releases, and those provisions distinguish new products from used components and have changed over time, so a release is judged against the version in force at its issue date. FAA Order 8130.21 governs how 8130-3 forms are completed, while EASA-side expectations flow through Regulation (EU) 1321/2014; the review reads each document against both, because a form flawless under one convention can still fail the other's acceptance test.

The review predicts and documents acceptance risk; it does not decide acceptance. It issues no release documents, does not certify components, and does not bind EASA, any national authority, or the receiving CAMO, whose determinations remain their own.

- The dual-release question is decided by the certifying statements on the form, never by the form's mere existence; an 8130-3 can be a maintenance release, a conformity document, or a dual release depending on how its blocks were completed.
- Issue date matters as much as content, because the bilateral provisions relied on have been amended, and a release fine under today's text may have been issued under narrower rules.
- Surplus-sourced components are the densest gap cluster in most transitions: their conformity paperwork survives while the maintenance-release chain is what EASA-side review actually needs.
- Receiving CAMOs expand their sample when early items fail, so pre-clearing the most-likely-to-fail releases shortens the whole acceptance rather than those items alone.

Frequently asked questions
Every part on the aircraft has an 8130-3, so is that sufficient for an EASA transition?
Not by itself. The 8130-3 is a multi-purpose form, and EASA-side acceptance depends on which purpose a given form served: new-part conformity, domestic maintenance release, or dual release under the bilateral provisions. Two forms that look alike can support entirely different acceptance paths, which is why the review reads certifying statements and dates rather than counting documents.
